One of the statutes will relate to ownership of land, while the other one will relate to transactions, including mortgages and land charges.

With the new reforms, all land in Kenya will now be designated as public land, community land or private land, a deviation from the current government land, trust land and private land.

Three institutions have been proposed to manage land issues, namely the National Lands Commission, District Lands Board and Community Lands Boards.
