The government on Wednesday said it was working on miscellaneous amendments on the Act which will also make individual subscribers responsible for any abuse.

About 80 per cent of the estimated 20 million mobile subscribers had registered their numbers with their various operators by the August 31 deadline.

Safaricom and Zain registered 81 and 67 per cent of their subscribers respectively while Orange and Yu registered only 50 and 30 per cent of their estimated subscribers.
