Also, 119,000 candidate will miss the Form One selection process.
The week-long selection of Form One students which began on Monday at the Kenya Institute of Education will see teachers from 78 national schools choose best performers from around the country.
"The selection is pegged on best performers, choice of candidates, gender and the special needs category," said Prof Godia.
Prof Godia also said that half term in high schools will not be compulsory during elections in order to allow form one students blend in their institutions.
