Kenya MPs to probe disbursement of fuel levy fund

Parliament is investigating why collection of fuel levy and its distribution to constituencies has fallen drastically.

Deputy speaker Farah Maalim gave the joint committee on Energy and the Constituency Development Fund (CDF) 10 days to investigate the matter and present its findings to the House.

MPs raised concerns why the disbursement by the Kenya Roads Board was reduced to Sh20 million per constituency in the last financial year from Sh27 million in the fiscal ended last June.

Motorists pay a fixed Sh9 per litre that goes to the road maintenance kitty.

This money is then distributed to Kenya National Highways Authority (40 per cent), Kenya Rural Roads Authority (32 per cent) and the Kenya Urban Roads Authority (15 per cent).

A further 10 per cent is used for new investments in roads, two per cent given to Kenya Roads Board for administration and the balance of one per cent to the Kenya Wildlife Service (KWS) for maintaining roads leading to national parks and game reserves.

KRB disburses money meant for the constituency roads repairs and development.

Roads assistant minister Wilfred Machage said Treasury had reduced the allocations of the fuel levy fund which is distributed equally to the 210 constituencies.

Mr Machage said despite the 2009/10 financial year collections surpassing the projections by at least 5 per cent, the allocations to constituencies actually went down.
