Duale calls for special sitting to pass key Bills

A special sitting of the National Assembly has been called for Tuesday to enable MPs pass four critical Bills as a deadline for their passage looms.

Leader of Majority Aden Duale has written to Speaker Justin Muturi asking him to gazette the special sitting next week to look at the Public Audit Bill, the Fair Administrative Action Bill, the Public Procurement and Asset Disposal Bill and the Environment Management and Coordination (Amendment) Bill that have already been amended by the Senate.

The proposed laws are required to strengthen provisions of the Constitution.

“Pursuant to Standing Order 29(1) which states that…I wish to request you to convene a special sitting of the House on Tuesday May 26 (morning and afternoon) and Wednesday 27 (morning and afternoon),” Mr Duale said in a letter dated on Thursday.

The lawmakers must adopt the Bills by Wednesday or risk being dragged through the courts after failing to make progress in the last eight months.

They extended the deadline by nine months after they failed to pass the proposed laws by the initial deadline of August 27 last year.

Mr Duale said the purpose of the special sitting is to consider the mediated version of the Environment Management Coordination Bill.

The Environment Bill was handled by a mediation committee after legislators failed to agree on some of its provisions. They were expected to reach a deal by Friday.

Senators accused the National Assembly of sitting on the proposed laws for months then rushing them to the Senate three weeks to the deadline.

Two months ago, Mr Muturi kicked off a storm when he warned senators that they risked being sent home if they failed to expedite passage of the Bills.
