No budget for building of schools, says minister

Parents will meet the cost of infrastructure development in primary schools as the government caters for other needs.

Education secretary Jacob Kaimenyi said parents and communities should seek support from other stakeholders for the provision of infrastructure.

“The government allocation to the Ministry of Education for infrastructure is inadequate and it is recommended that schools use the allocation for rehabilitation rather than development of new infrastructure,” Prof Kaimenyi said in a statement to the Parliamentary Committee on Education chaired by MP Julius Melly.

Prof Kaimenyi said the government allocated Sh135 million for infrastructure development in primary schools last year and did not set aside funds for the slot this year.

“Schools to benefit from infrastructure support are identified and recommended by the relevant sub-county education boards while the ministry allocates funds by prioritising dilapidated physical facilities,” said Prof Kaimenyi.

He said the free primary education programme had received a boost as allocation per pupil had been increased from Sh1,020 to Sh1,420.

“Out of this, Sh765 is for instructional materials and Sh655 for general school operation and maintenance,” he said.

The government, he said, will build capacity for school heads on financial management and procurement procedures. He said that all KCPE and KCSE fees will be borne by the government with effect from next year.

The free primary education programme saw an increase in enrolment from 8.8 million in 2011 to 10.1 million in 2013.
