Parliament wants police recruits reporting delayed

Parliament has demanded postponement of admitting 10,000 police recruits until a House probe on allegations of corruption, nepotism and tribalism is concluded.

Deputy Speaker Joyce Laboso issued the directive after the Administration and National Security committee informed MPs it had written to the National Police Service Commission (NPSC) instructing it to delay the July 5 reporting date until the House determines the issues raised.

The committee also intends to summon the Inspector General of Police, the NPSC chairman, the Directorate of Criminal Investigations director, the National Intelligence Service director, the Independent Policing Oversight Authority chairman and the Ethics and Anti-Corruption Commission director.

“We ask you to instruct that they appear before the committee on Monday for us to dispose of the issue. We will deliver a report to the House on Wednesday,” Asman Kamama who chairs the committee, said.

House rules require that a committee wishing to issue summons compelling witness appearance issues a seven-day notice but Dr Laboso termed the matter “very urgent as it affects all of us”.

She said: “I direct that Executive postpone the reporting date for recruits until issues raised by members are scrutinised by the committee and a report tabled for adoption.”

Issuing a ministerial statement on Wednesday, Mr Kamama said the NPSC had received 35 complaints arising from the recruitment as at July 17.

“We will demand that we have an independent board that will deal with the matter and not those who participated in the recruitment exercise,” he said.

The committee has also written to the NIS to conduct an independent probe.
