Anne Waiguru, formerly head of governance at the Ministry of Finance, will take the responsibility of steering the country into an uncharted territory as Cabinet Secretary at the Devolution and Planning docket.  

The former nominee of the Business Daily’s Top-40-Under-40 has the advantage of having already been co-opted into the Transition Authority committee early this month even before Mr Kenyatta was inaugurated.

Her first role will be to create a working truce between elected governors and appointed County Commissioners who represent the interest of the central government in counties.

A superiority battle has been brewing between the two offices with the County Commissioners accused of being tools of the central government set to derail devolution of power and finances.

“I am under no illusions and I am aware the road will not be easy, it will be tough but it must be done,” said Ms Waiguru as she accepted her appointment.
