Security tops agenda in Uhuru address to nation

Rising insecurity, terrorist’s attacks and spiralling cost of living will top the agenda of President Uhuru Kenyatta when he issues the State of the Nation address in Parliament Thursday afternoon.

Mr Kenyatta will invoke provisions of Article 132(1)(b) to address a special sitting of the National Assembly and the Senate where he is expected to outline his administration’s legislative agenda for the Second Session of Parliament.

The Constitution under Article 93 and 132 allows the President to address a joint sitting of Parliament every year. He is expected to report to Parliament on measures taken in the realisation of national values.

National Assembly Speaker Justin Muturi said the President would address Parliament at 2.30 pm.

At the Senate, Majority leader Kithure Kindiki (Tharaka Nithi) said concrete measures to address insecurity would be among the key issues Mr Kenyatta will spell out.

He said consultations were ongoing within government on legislative and other measures that will be taken to address insecurity particularly in Nairobi and Mombasa.

“The two cities are major entry points to the country and therefore these incidence of insecurity can easily affect our image internationally. Discussion are ongoing to organise supplementary security by the county governments and soon those details will be table in this House,” Prof Kindiki told Senators.

Mr Hassan Omar accused the government of not doing enough to address insecurity.

“The government has been behaving like dogs barking at a new moon while promising to leave no stone unturned but every stone remains as it was at the end of the day, what concrete steps are you taking to stem extremist and radicalisation of youth?” Minority leader Moses Wetangula (Bungoma) asked Prof Kindiki.

The President’s address comes in the wake of an attack on a church in Likoni, Mombasa County, where six people were killed on Sunday.

A baby, Satrin Osinya, whose mother was shot dead in the attack has been flown to Kenyatta National Hospital to have a bullet lodged in his head removed.
