Treasury gives out Sh8bn for CDF projects

The Treasury has released the first tranche of Sh8 billion to the Constituencies Development Fund (CDF) Board for disbursement to constituencies.

Majority Leader Aden Duale said the money would fund programmes for 185 constituencies whose projects had been approved by the board.

“The CDF committee is critical. I realised it was getting late yet the first tranche has not been released. I engaged Mr Rotich (Treasury CS) and the board yesterday (Wednesday) confirmed they received Sh8 billion for 185 constituencies,” he said.

Mr Duale said the Treasury had initially allocated Sh7 million to each of the 290 constituencies for office administration and other emergencies pending the release of the Sh8 billion.

The remaining 105 constituencies will wait longer for their projects to receive approval given last month’s exit of the entire CDF board. The 11-member board left office after its tenure expired in September without the appointment of successors.

Part of the board’s mandate is to receive and approve proposals for project financing before releasing funds.

A number of constituencies had not presented their list of projects by end of August even as the board rejected a large number of proposals submitted for non-compliance with the CDF Act. The next tranche will be disbursed in December.

“The CDF board is now doing paper work for the distribution of the Sh8 billion for the constituencies,” said Duale.

Mr Duale advised MPs to ensure they have utilised the 2013/2014 allocations to be eligible for funding for the current financial year.

“They (CDF board) will not disburse cash to you if you have not used money for last financial year. You CDF bank balance should be less than Sh10 million to get new funding.

“Each MP should ensure that between now and Monday, you have no excess money in the account. We will make sure money is disbursed to all constituencies whose projects have been approved and have no bank balances of last financial year next week,” said Mr Duale.

The retired board rejected proposals of more 100 constituencies on grounds that they would serve political purposes instead of community good.

The CDF Act allows constituencies to purchase only one vehicle. The board rejected proposals to buy cemetery land and build coffee factories because they are devolved functions handled by counties.
