Duale warns COB against funding of Nasa assemblies

National Assembly Majority Leader Aden Duale has cautioned the Controller of Budget (COB) Agnes Odhiambo against approving the release of cash to fund activities of the National Super Alliance’s people’s assembly.

Mr Duale in a letter to Ms Odhiambo claimed he had reliable information that Nasa was planning to use public funds to set up the forum and had given each county targets of at least Sh50 million.

The opposition said it will form a “people’s assembly” to bring civil society groups to study issues of governance and issue recommendations to county assemblies.

At least eight counties have approved the Nasa- sponsored motions seeking to establish the people’s assembly.

“This is to request you to vigilantly monitor the disbursement of county funds to ensure that the cash flow and the proposed expenditure thereof is in line with the approved budgets and work plan and that there are no drawing of public funds towards such activities,” Mr Duale said.

Migori, Kakamega, Kisumu, Busia, Homa Bay, Vihiga, Siaya and Makueni are among counties that have approved motions on the creation of people’s assemblies.

The controller of budget is mandated to oversee national and county governments’ budgets by authorising withdrawals of money from the government main account in line with approved expenditure plans.
