What you need to know:

  • The amount is over and above the Sh10 billion that the Treasury allocated the commission to conduct a fresh poll after the Supreme Court annulled the August 8 presidential results.
  • Kiems kits identify voters using biometric technology and transmit results counted at polling stations as well as a photograph of the paper sheet from each station.
  • The commission, last week appeared before the special committee formed to scrutinise the mini-budget and demanded that it be allocated a total of Sh13.79 billion to conduct a fresh presidential election that is due in 14 days.

The Independent Electoral and Boundaries Commission (IEBC) has received Sh2 billion more to reconfigure the Kenya Integrated Election Management System (Kiems) kits ahead of the October 26 repeat presidential election.

The amount is over and above the Sh10 billion that the Treasury allocated the commission to conduct a fresh poll after the Supreme Court annulled the August 8 presidential results.

“The committee recommends the following, some of which are reversals of reduction. Increase of Sh2 billion recurrent expenditure for management of electoral processes programme. This increment is for the Kiems upgrade,” Joseph Limo said in a report of the ad hoc committee on the Supplementary Estimates.

Kiems kits identify voters using biometric technology and transmit results counted at polling stations as well as a photograph of the paper sheet from each station.

The commission, last week appeared before the special committee formed to scrutinise the mini-budget and demanded that it be allocated a total of Sh13.79 billion to conduct a fresh presidential election that is due in 14 days.

“At the time the additional budget was negotiated... the commission had not finalised its requirement for ICT improvements partly because of the delays of the detailed Supreme Court decision,” IEBC chief executive Ezra Chiloba told MPs.
