The Standing Orders, which were revised at the tail-end of the 11th Parliament direct that PIC, PAC and Committee Implementation chairpersons and vice-chairpersons be drawn from the political parties not forming government. This means that the opposition will control three out of the 28 committees.

The chair of the Committee on Implementation was held by the ruling Jubilee Party— which had majority in the previous Parliament. The new rules, however, reserve the seat for the opposition.
Independent candidates who will sit in the National Assembly will produce the chairperson of the newly created Special Funds Accounts Committee (SFAC), which will review the accounts of entities like Women Enterprise and Youth Enterprise Fund.
The Opposition, which will form the minority party in the House, will battle it out with Jubilee, the majority party for the leadership of the remaining 25 committees.
Jubilee won majority seats (165), Nasa came in second with 118 members, other fringe parties have a combined 53 seats while independents secured 13 slots out of the 349 member National Assembly.
In the Senate, Jubilee has secured 26 seats compared to Nasa’s 19, meaning that the ruling coalition will control the leadership of committees.
The Public Accounts Committee is crucial since it is responsible for the examination of the accounts showing the appropriations of the sum voted by the House to meet the public expenditure and of such other accounts.
PIC examines the reports and accounts of the all public investments and oversees the operations of State corporations.
The Committee on Implementation is responsible for scrutinising the resolutions of the House including adopted committee reports, petitions and the undertakings given by the national Executive.
