Ouko accuses Utalii of defying rules in hiring of 19 bosses

The Kenya Utalii College contravened its hiring rules and the Public Service Code of Regulations by allowing 19 of its top managers to work in an acting capacity, the latest audit report shows.

Auditor-General Edward Ouko says 14 managerial positions are held by persons working in an acting capacity.

He said some of the staff have been acting for at least four years with one acting for 11 years since 2005.

“It was observed that five out of six college management staff are in acting position. Further, examination of staff establishment revealed that some 14 managerial positions are held by persons working in an acting capacity. In total, 19 members of staff are acting and have not been confirmed in their positions,” Mr Ouko said in the college’s audited books of accounts for the year to June 2016.

He said practice poses serious challenges to the implementation of various policies. “It contravenes section 6.1 of the terms of service for the College and the Public Service Code of Regulations,” Mr Ouko said in the report dated May 10, 2017, and tabled in Parliament before MPs took an indefinite end-of-term recess.
