Ouko queries Sh1.2 million lunch for MCAs

Auditor-General Edward Ouko has raised queries on the Sh1.2 million awarded to Vihiga MCAs for lunch when they attended various sittings at the assembly headquarters in Majengo.

In his latest report on the financial year 2015/16, Mr Ouko said the transaction was a double payment as the county lawmakers were entitled to sitting allowances, which they also received.

He noted that the lunch payment was irregular.

“It was not clear how the rates were arrived at or why they were paid the lunch allowances yet they were earning sitting allowances.”

“Consequently, the lunch allowances of Sh1.2 million were not a proper charge to public funds.”

The report further showed that the assembly made other payments amounting to Sh8.9 million during meetings held in Kisumu on diverse dates in December 2015.

Mr Ouko said the payments were not coded and captured in the assemblies financial statements.

“In view of the foregoing, the completeness of the financial statements could not be confirmed,” said Mr Ouko.

The Auditor-General also queried the Sh1.8 million contract awarded to M/S Budget Furniture Limited to supply, deliver and fit a carpet in the county assembly.

He said the payment was not supported, making it irregular.
