Three counties pay ward reps perks beyond SRC guidelines

Trans Nzoia, Murang’a and Homabay counties paid members of the county assembly (MCA) monthly sitting allowances in excess of the Sh124,800 limit set by the Salaries and Remuneration Commission.

Data from the Controller of Budget (CoB) for the year to March shows on average, each of the 40 MCAs in Trans Nzoia’s was paid Sh158,893 per month while their 52 counterparts in Murang’a took home Sh135,020. Homabay paid its 64 MCAs an average of Sh127,747.

The allowances are paid out for attending plenary (chamber) sittings and committee meetings, besides their monthly salary of 165,000 and millage allowances.

“Three County Assemblies reported higher monthly average expenditure on MCA’s sitting allowances than the recommended monthly maximum of Sh124,800,” said CoB Agnes Odhiambo in the half year report for the year ending June 2017.

During the period under review, the 47 County Assemblies utilised 37.9 per cent of the approved budget allocation of Sh3.4 billion or Sh1.29 billion on sitting allowances.

This was a marginal decrease from 38.2 per cent for the year ending June 2016 where Sh1.37 billion was spent.
