AFC starts probe of 13 farmers in loans scam

The Agricultural Finance Corporation (AFC) has hired private investigators to pursue 13 farmers who are said to have colluded with the Ministry of Land officials to secure loans amounting to Sh22.7 million using fraudulent title documents.

Lucas Meso, AFC managing director, said the corporation is tracing the 13 farmers who were advanced the money in 2004 and 2005 for sugar cane production in Kapsabet, Nandi County.

He said the corporation secured a judgment in Eldoret High Court case numbers 100 to 106 of 2011 against the individuals and warrants for the execution of the same were issued.

“We are pursuing individuals who have gone underground after presenting documents that were certified as genuine but do not reflect the actual situation on the ground,” said Mr Meso.

The corporation accused Land officials in Nandi of colluding with the alleged farmers to defraud it using non-existent title deeds.

“This was an isolated case. When they heard (farmers) that we have received money from Kenya Sugar Board to lend to cane farmers on their behalf, they started colluding with Ministry of Land officials who ascertained through several searches that the title documents presented as security were genuine,” Mr Meso said in response to an audit report published in the Business Daily.
