National Assembly’s Public Investment Committee (PIC) says the redesign would ensure cost-effectiveness of the project and give taxpayers value for money.
Parliament has directed the management of the Kilifi-based Ronald Ngala Utalii College to re-design the institution to accommodate 3,000 students, among other additional components at a cost of Sh8.9 billion.

The committee has also ordered Tourism Cabinet Secretary Najib Balala to regularise the multi-billion shilling project that lacks a Cabinet approval.
“The committee recommends as the Cabinet Secretary, Ministry of Tourism, should, as a matter of urgency, pursue post-facto Cabinet approval for the downscaled project,” Adan Keynan, who chairs PIC said in a special report to the House.
The committee investigated a special audit report that questioned the circumstances that led to the escalation of the project from its original cost of Sh1.9 billion to Sh8.9 billion before it was scaled down to Sh4.9 billion.
The contract for the main works was awarded to the third lowest prequalified bidder Mulji Devraj & Brothers Ltd at a cost of Sh8,961,370,998 and the contract signed on May 14, 2013.
According to PIC’s findings, the contract for the construction was scaled down from Sh8,961,370,998 to Sh4,923,005,699 through an addendum dated August 25, 2014.
“The project cost and scope was varied from Sh8,961,370,998 to Sh4,923,005,699 without Cabinet approval,” the MPs said.
PIC now wants Mr Balala to seek Cabinet approval for the implementation of the hotel component of the project through the Public Private Partnership.
They want the project to be completed not later than June 19, 2018.
