Procurement: 10 governors on the spot

Ten governors have been put on the spot after the Senate released a new report detailing how counties have flouted procurement rules, abused imprest systems and paid their staff illegal allowances.

Kiambu Governor William Kabogo, Busia’s Sospeter Ojaamong, Trans-Zoia’s Patrick Khaemba and Kwale’s Salim Mvuria are among the county chiefs who could face prosecution of the Senate’s report implemented.

Others facing audit queries are Kisumu’s Jack Ranguma are Kwale’s Salim Mvuria, Migori’s Okoth Obado, governor of Nyandarua Daniel Waithaka and Samburu’s Moses Lenokulai.

Mr Kabogo faces queries to do with several cases of imprest mismanagement and breach of financial regulations that may have led to the loss of Sh2.9 million by officers of the county.

The Senate’s Public Accounts and Investment Committee (PAIC) wants Mr Kabogo, together with four other officers held accountable “with a view to recover the money and prosecute those responsible.”

His Busia counterpart Ojamong is under similar pressure after the PAIC recommended that the Director of Public Prosecutions should charge him for financial misappropriation including a Sh7 million purchase of airtime and advancement to allowances for staff who were performing their regular duties.

Mr Khaemba, on the other hand faces threat of prosecution over an unexplained expenditure of Sh64 million after county staff failed to surrender imprests whose purposes could not be ascertained.

The PAIC said the governor was also not able to explain how Sh29 million was paid to various firms for bush clearing, road grading and other road maintenance in various county wards.

“Abuse and misuse of imprest, untimely surrender of imprest and poor imprest management, was a recurring issue in most counties,” PAIC says in the report.

Nyandarua’s Waithaka has been referred to the Ethics and Anti-Corruption Commission (EACC) for investigations over inflated expenditure of Sh658 million on roads maintenance.

In Migori, Mr Obado is also to appear before EACC for purchasing Sh770,000 goods, which could not be accounted for. A number of vouchers were also found without supportive documents. The county had also spent Sh3 million to hire   vehicles under unexplained circumstances.

The PAIC has put Mr Ranguma on the spot for withholding Sh266 million released by the National Treasury to finance operations of the Jaramogi Oginga Odinga Teaching & Referral Hospital.

Kisumu has also inflated the cost of eight tractors by Sh4.4 million to Sh50 million and engaged in direct procurement of 40 vehicles at a cost of Sh181.228 million from one supplier, CMC motors.

Mr Mvuria is on the spot after Kwale procured three GPS machines (Trimble Geoxh XT 6000) at a total cost of Sh3.795 million for use by the survey department without following proper tendering procedures.
