Women take up Sh27bn tenders in four years

Women have taken 53 per cent of the Sh50.1 billion worth of tenders that government departments and agencies have awarded to local firms in the last four years, official data shows.

The Treasury data tracking the implementation of the 30 per cent local access to government procurement opportunities (AGPO) shows women-owned enterprises had won 23,165 public tenders worth Sh26.6 billion by March.

The figure, however,  pales in significance when weighed against the size of the national budget, which adds up to Sh7.8 trillion over the last four financial years. 

In the first nine months of financial year (FY)2016/17 (by March 30), the parastatals and ministries had awarded youth, women and disabled people tenders worth Sh10.973 billion.

The Treasury prepared a  Sh2.3 trillion national budget for the financial year.

The nine month figure looks set to match the Sh15.665 billion tenders that the public offices awarded to the group in the FY2015/16 and Sh17.187 billion for the previous year.

The latest figures represent a rapid growth over the Sh5.8 billion awarded to women, youth and the disable in the FY 2012/13,  before the 30 per cent local tender rule was introduced.

The data released by the Treasury on Thursday shows that a total of 45,045 public tenders have been awarded to local enterprises in the last four years. 

Firms owned by the youth bagged 19,937 tenders valued at Sh22.2 billion while those owned by the disabled took the remaining 1,943 contracts worth Sh1.3 billion.   

The AGPO programme has since been anchored into the public procurement laws.

“The State has established AGPO desks at Huduma Centres countrywide to carry out registration at county levels,” states the report.

“The programme has tremendously improved lives of many youth, women and the disabled in Kenya.”

The Treasury says a total of 68,186 enterprises owned by youth, women and the disabled have been certified into the AGPO programme.  

Out of this, 58.2 per cent or 39,681 of the enterprises are owned by young people followed by 25,549 registered by women and 2,956 by the disabled. 

The data shows that ministries awarded young people 2,074 tenders worth Sh3.60 billion.

In the last three financial years alone, parastatals have awarded youth, women and the disabled Sh9.582 billion worth of tenders and ministries Sh34.8 billion.
