Former IGAD executive secretary among 12 shotlisted to succeed deceased Kirogo as PSC chair

The former executive secretary of the Intergovernmental Authority on Development (IGAD) Mahboud Mohamed Maalim is among the 12 candidates shortlisted for the Public Service Commission (PSC) chairperson post.

The shortlist comes barely six after the former chair Stephen Kirogo passed.  The late Kirogo took up the position in 2018.

PSC is responsible for the establishment and abolition of offices, provision of competent human resource, promotion of good governance and ensuring efficiency and effectiveness in the provision of quality services in the public service.

Mr Maalim, who has also previously served as Permanent Secretary of the Ministry of Water and Irrigation will appear before the PSC interview panel on November 11 for his hour-long interview.

Apart from Mr Maalim, other candidates eyeing the job include Deputy Commission Secretary of the Teachers’ Service Commission (TSC) Kennedy Mulunda.

Others are University of Nairobi lecturer Duke Omondi Orata, David Kung’u Njoroge, Elseba Too  Amb Anthony Muchiri and Dr Nancy Dalla.

Other shortlisted candidates are Mr Maurice Wambua, Ms Susannah Ochieng, Dr Kennedy M Ms Charity Kisotu, Charles Maranga and Dr Selly Kimosop.

A notice by the panel chair states that the interviews will be conducted on November 10 and November 11   at Harambee House in Nairobi.

The selection panel chair Mr  K.W Kihara has asked Kenyans to provide the panel – in writing, any credible information of interest on any of the shortlisted candidates by November 9.

The Public Audit Act requires the selection panel to conduct the interviews in public, settle on three names to send to the President and submit the scores to Parliament.

The President is required to select one person and forward his/her name to the National Assembly for approval within three days of receiving the panel’s report.

Until his death, Kirogo served as the PSC Chairman, a position he took up in 2018.

Prior, he also served as the Principal Administrative Secretary and Assistant Secretary to the Cabinet in the Presidency and Cabinet Affairs Office since 2012.

For his immense contribution to public service and illustrious career spanning over 30 years, Kirogo's efforts were recognised, and was awarded the Order of the Elder of the Burning Spear (EBS) and the Order of the Chief of the Burning Spear (CBS).
