The protection and wellbeing of the elderly should concern all of us. The Constitution guarantees the elderly persons the right to lead a dignified life.

But that has not been a reality for a majority of them. Official data shows that older persons form the most destitute group in Kenya. The proposed law that requires that the national and county governments partner to set up and maintain residential homes, social centres, and other facilities in each county for care and support of the elderly is therefore welcome.

Parliament should pass this piece of legislation urgently. But the law should ensure that only those who qualify benefit and deter those who may seek to misuse such facilities or even abuse the vulnerable. The homes should not be a dumping ground for the elderly by relatives who have the capacity to support them but view their need for care as bothersome.

The taxpayers, who will foot the bills, must be protected from the painful losses as has been seen in many well-meaning State projects that failed to deliver the intended results.
