Energy, road agencies summoned over funds

Parliament has summoned the management of a power generator and a roads agency that control billions of shillings over misuse of public funds.

The Public Investments Committee (PIC) wants the Geothermal Development Company (GDC) and the Kenya National Highways Authority (KeNHA) to appear before it to provide answers to audit queries raised by Auditor General Edward Ouko.

“We have summoned the management of the GDC and KeNHA to appear before us on Thursday. There are serious cases of misappropriation of about Sh6 billion at KeNHA alone,” Abdulswamad Nassir, who chairs PIC told the Business Daily.

The KeNHA was forced to place an advertisement in the local dailies last week to defend itself over alleged malpractices conducted within its operations in the award of multi-billions shillings tenders for construction of three interchanges in Nakuru, rehabilitation of Nairobi Southern Bypass, rehabilitation of Kisumu-Kakamega road, a weighbridge tender price variation, bush clearing in preparation of official launch of the multinational Arusha-Namanga-Athi River road and periodic maintenance of Mombasa-Miritini road.

The KeNHA dismissed Mr Ouko’s report that showed that the roads agency lost up to Sh6.4 billion through over-payment of projects. The Auditor-General in audit of KeNHA books of accounts for the year to June 2016 questioned payments made by the agency for the six projects.

On the GDC, the House team wants to grill the management over the procurement of rig move services that would have cost the taxpayer about Sh1.7 billion.
