The State Department for Vocational and Technical Training is on the spot over the construction of an institute in insecurity prone Baringo County, which has stalled despite Sh120.4 million being spent.

Public Accounts Committee (PAC) took PS Kevit Desai to task to explain why the construction of North Rift Technical Training Institute in Tiaty Constituency was incomplete although the contract period lapsed on November 12, 2013.

North Rift Technical Training Institute was awarded to a contractor at a contract sum of Sh300 million but has stalled at 50 per cent complete due to insecurity in East Pokot.

“It is true that the ministry entered into a contract with Pyramid Construction Limited in August 2012 for construction of North Rift TTI and that the contract was to be concluded on November 11, 2013.

“The cause of the contractor’s delay is compensatory in that the insecurity situation in East Pokot has made it impossible to complete the project,” Dr Desai told the committee chaired by Ugunja MP Opiyo Wandayi.
