Kibaki rejects MPs hefty pay package

President Mwai Kibaki on Saturday declined to assent to a Bill that was passed by Parliament Thursday.

The rejection, denies MPs Sh9.3 million in gratuity and a host of perks including armed security guards, diplomatic passports, cars, domestic servants and state funerals for their lifetime. Their spouses were also to enjoy the same benefits.

"His Excellency the President has today 12th January 2013 declined to assent to the Retirement Benefits (Deputy President & Designated State Officers) (Bill no 86 of 2012) as enacted by the National Assembly on Thursday 10th January 2012," said a statement from the President's office.

The President directed the Attorney-General to redraft the Bill to ensure it complied with the Constitution and to submit it and the accompanying explanatory memorandum to the Speaker "with immediate effect".

The MPs, through an amendment moved by Finance minister Njeru Githae without following parliamentary procedure, altered Section 13 of the Retirement (Deputy President and Designated Officers) Bill 2012, to reinstate an earlier package that President Kibaki rejected in the Finance Bill, 2012.
