The public procurement watchdog was kept in the dark over the Central Bank of Kenya’s secretive award of a Sh14.5 billion tender for printing currency to a German company, turning the spotlight on cost and choice of firm in the mega tender.
The Auditor-General reckons that the CBK broke the law in failing to involve the Public Procurement Regulatory Authority (PPRA) in the search for the currency printer for fresh bank notes that had been labelled classified or top secret.
