Online tendering to help cut graft

The government is working on developing an online procurement system in a bid to reduce corruption in manual tendering processes, an official from the National Treasury has said.

The system dubbed Procure to Pay (P2P) will be part of the components of the Integrated Financial Management Information System (IFMIS) that was earlier launched by the Treasury  to enhance efficiency in public finance management.

“We are very soon developing what we are calling Procure to Pay as a system which will do our procurement system online,” said Treasury IFMIS department director, Jerome Ochieng’ on the sidelines of a workshop of finance staff at the Mombasa Beach hotel last week.

He said the new procurement style set to go live in July will be applicable at both national and county levels.

Mr Ochieng’ noted that online submission of tenders and online bidding would alleviate interference in tender processes and documents common in manual and face to face bidding.

“In procurement, when you minimise the possibility of suppliers interacting with the people who are buying, you minimise elements of corruption,” said Mr Ochieng.

He added that the system design that provides for procurement procedures from the start to the payment stage also increases efficiency.
