The Ministry of Education is on the spot for paying penalties worth over half a million to a tour firm for changes in air tickets to London.

The National Assembly Public Accounts Committee (PAC) questioned how changing of reservation for the then Education CS Jacob Kaimenyi and another officer in January 2015 could cost so much.
“Information of those who travelled with the minister indicate there was change of lecture session at the Educating World Forum in London,” he said. Education Principal Secretary Belio Kipsang said the type of air ticket and change of reservation close to the travel date could have contributed to the high expenditure.
The ministry is also accused of surpassing its budget for travel by Sh560,937 when it paid for 13 officials to travel for a retreat.
The Sh560,937 included Sh66,892 incurred as change-of-reservation fee and refund charges for cancelled tickets.
This was against a budgetary provision of Sh440,000 in the year ending June 2016.
The committee demanded for a list of the officials who took part in the retreat to ascertain that taxpayers’ money was put to good use.
