Auditor-General Nancy Gathungu has revealed that the State Department for Arid and Semi-Arid Lands (Asals) lacks expenditure records and a policy to guide its relief food programmes, raising concerns that billions of shillings meant for needy Kenyans may be landing in the wrong hands.
This comes at a time when the government spent more than Sh8 billion on drought response activities during the year ending June 2025, and when more than two million people need humanitarian assistance this month.
