Moi Referral lost Sh10.9m after new hospital plan unveiled

Moi Teaching and Referral Hospital (MTRH) lost Sh10.9 million following a Cabinet decision to develop a new modern teaching and referral hospital at a different site, a parliamentary committee has said.

The National Assembly’s Public Investments Committee (PIC) said the Eldoret Town-based facility lost the money after an upgrade project it had started was abandoned.

“The shelving of the upgrading project occasioned loss of public funds amounting to Sh10,892,711 comprising of Sh9,723,099 to Simuplan Consultant for undertaking a feasibility study and Sh1,169,612 for travel and subsistence allowances,” said PIC chairman Adan Keynan in a report tabled in Parliament ahead of an indefinite end of term recess in June.

He said at the time of the feasibility study, the project was considered viable. “The project has been allocated 200 acres by the government for the new hospital. The land has legal issues which are in the Environment and Lands Court in Eldoret and also being handled by the National Lands Commission (NLC),” he said in a brief to the committee.

In April, the NLC approved the hiving off of part of the Department of Prisons’ land in Eldoret to pave the way for building the teaching and referral hospital.

NLC also sanctioned the transfer of 200 acres belonging to the department to MTRH.
