  • Swazuri commission says planned acquisition will affect over 336 landowners
  • The road is part of a World Bank-funded project to decongest Nairobi that involves conversion of the 45.2 kilometre road between JKIA and Rironi.
  • The roads between these two points will be converted into a superhighway complete with interchanges as well as service and bus lanes.

The State is expected to shell out billions to over 300 landowners for parcels along the 25-kilometre stretch of Waiyaki Way—from James Gichuru Road junction to Mai Mahiu turnoff on the Nairobi-Nakuru highway.

This will pave the way for the planned upgrade of the road section by the Chinese engineering group China Wu Yi that last year won a Sh16.4 billion contract for the expansion of the dual highway into six lanes.

In a gazette notice dated Friday, October 11, National Land Commission (NLC) chairman Muhammad Swazuri said the planned acquisition would affect over 336 land owners.

“In pursuance of sections 112 and 162(2) of Land Act (No. 6 of 2012), the NLC on behalf of Kenya National Highways Authority (KeNHA) gives notice that inquiries for hearing of claims to compensation for interested parties in land to be acquired for A104 James Gichuru Junction-Rironi Junction (A104/83) Road Project shall be held on the dates …between 14 and 24 November this year,” said Dr Swazuri in the gazette notice.

“Every person interested in the affected land is required to deliver to the National Land Commission on or before the day of inquiry a written claim to compensation, copy of Identity Card, Personal identification Number, (PIN), land ownership documents and bank account details.”

Mega expansion

The road is part of a World Bank-funded mega roads expansion project to decongest Nairobi that involves conversion of the 45.2 kilometre road between the Jomo Kenyatta International Airport (JKIA) and Rironi into a superhighway.

In a bid to ease traffic to and from the airport and around the city, the roads between these two points will be converted into a superhighway complete with interchanges as well as service and bus lanes, among other features.

“The project is expected to ease traffic flow into and out of the city of Nairobi, and is one of the three major projects earmarked to decongest the city along the Northern Corridor alignment,” the Kenya National Highways Authority (KeNHA) director-general Peter Mundinia said last year.

The acquisition is expected to shine brighter light on the land acquisition process for public projects.

Speculation and complex land acquisition procedures have left the government battling missed construction deadlines and potential losses to the taxpayer through cost inflation on flagship energy and infrastructure projects across the country.
