Tobiko tips Senate on arrest of Oparanya

Director of Public Prosecutions Keriako Tobiko has advised the Senate to apply its powers, including issuing warrants of arrest against Kakamega Governor Wycliffe Oparanya over his refusal to honour summons.

Mr Oparanya has on several occasions snubbed summons issued by the Senate Public Accounts and Investment Committee (PAIC) to account for Sh30 billion that has been devolved to the county in the past four years.

Mr Tobiko said Wednesday the committee should consider limiting its overreliance on other ordinate government agencies and handle the matter legislatively.

“This committee has the same power as a court. Why is it that the committee has power to issue summonses yet has never issued a warrant of arrest?” posed Mr Tobiko when asked what action to take on the governor.
