Former NYS chief to be charged for servicing car with public cash

Former National Youth Service (NYS) Director-General Nelson Githinji is facing an additional three charges after the anti-corruption agency said he spent nearly half-a-million shillings of NYS cash to service and maintain a personal car.

The Ethics and Anti-Corruption Commission (EACC) now wants Mr Githinji charged alongside two senior NYS officials with Abuse of Office, Conspiracy to Defraud and fraudulent acquisition of public property for repairing the vehicle at a cost of Sh497,335, paid by the NYS.

The allegations come weeks after Mr Githinji was charged alongside former Devolution Principal Secretary Peter Mangiti for threatening NYS senior deputy director Adan Harakhe as he was investigating the theft of Sh695.4 million from the organisation.

Those recommended to be charged alongside Mr Githinji are Nicholas Juma - who is the NYS chief inspector and also served as Mr Gthinji’s personal assistant - and Kimani Kiriha, the senior superintendent mechanic at NYS.

Mr Githinji has since been replaced by Sam Gichuki at the helm of the Service.

Turkana road repair

Meanwhile, EACC also recommended that Turkana County Executive member for roads and transport Tioko Logorion be charged alongside eight county workers for the alleged theft of Sh11 million.

The EACC says that the county government awarded a contract to rehabilitate the Lodwar-Napeikar-Moruese road at a sum of Sh11.16 million despite the fact that the Kenya Rural Road Authority (Kerra) had done similar works on the same road at Sh1.19 million.

“EACC recommends that the county officials be charged with abuse of office, wilful failure to comply with the laws relating to procurement and unlawful acquisition of public property,” the DPP statement said.

“EACC further recommends that recovery proceedings be instituted against Lawrence Lolii to recover the money lost.”

DPP Keriako Tobiko said that he will review the files and make a decision on them based on the evidence and the law.
