How Sh33bn CDF cash will be shared

Marginalised areas have emerged winners in the sharing of Sh33 billion Constituencies Development Fund (CDF) set aside to finance MPs’ projects this financial year.

Official data tabled in Parliament last evening shows that Mandera South constituency will get the largest share of the fund (Sh182.9 million) while Lamu East will receive the least allocation of Sh85.2 million.

The 2014/15 allocation of the CDF to the 290 constituencies, however, shows that Nairobi, with a total of 17 constituencies will receive Sh1.55 billion.

The 17 constituencies were allocated less than Sh100 million, with Westlands receiving the least amount at Sh92.5 million while the highest went to Mathare at Sh97.8 million.

The Nairobi constituencies allocations were largely determined by the population and poverty indices.

According to the CDF board that shared the cash meant to develop rural areas through direction of respective MP, a total of Sh32.97 billion was allocated to CDF with additional figure of Sh243 million for rehabilitation of schools.

“The Sh0.234 billion has been divided equally among constituencies while five per cent of total CDF allocation (Sh1.65 billion) has been set aside for CDF  board secretariat,” states the CDF fund allocations formula that was tabled last evening in the National Assembly by CDF chairman Moses Lesonett.

MPs topped the list of beneficiaries in next year’s budget after a House team increased the CDF allocation to Sh32.97 billion under CDF, up from Sh21.9 billion in the year to June and Sh17 billion in 2012/13.

The MPs have long fought for more funds, saying the current allocation is not enough to cater for the growing needs in their constituents. The additional cash will give the legislators more clout at the grassroots.

Each of the 290 constituencies will receive Sh837.9 million for rehabilitation of public primary and secondary schools. The funds were reallocated from the Ministry of Education budget to CDF for improvement of school infrastructure.

In the CDF allocations, Mandera South (Sh182.9 million), Turkana West (Sh169.8 million), Magarini (Sh147 million), Mandera North (Sh148 million), Mandera West (Sh144 million), Makueni (Sh143.3 million) and Turkana North (Sh141.7 million) top the list of constituencies that received high allocations.

On the other hand, Lamu East (Sh85.2 million), Makadara (Sh87.4 million), Embakasi West (Sh86.5 million, Embakasi East (Sh88.5 million), Nyeri Town (Sh89.7 million), Nakuru Town East and Ruaraka (Sh90 million), Kisauni (Sh91.2 million), Changamwe (Sh92.8 million) and Tetu (Sh92.3) received the least allocation.

The CDF board shared Sh22.317 billion (75 per cent) equitably to all constituencies. The allocation was based on constituency population, estimated number of poor households, poverty headcount and contribution to national poverty as a percentage.

The board shared Sh7.439 billion or (25 per cent) of Sh32.92 billion  among the 290 electoral areas based on what it called “pro-poor budget”.

The balance of five per cent of the Sh32.92 billion was shared equally with each receiving Sh5.4 million for emergency.

Mr Lesonett said the Sh33 billion budgetary allocation to the CDF was the highest since its launch. Last year, the Treasury allocated the fund Sh27 billion.

“I am now calling on Members to bring us the projects that they intend to fund in the next two week so that the board can promptly approve and disburse money to you for implementation of the project,” he told MPs while tabling the list.
