MPs freeze Sh15bn Safaricom security tender

Parliament's Committee on National Security has suspended the security surveillance tender awarded to Safaricom Limited.

In a meeting with security heads, the members cited that there were irregularities in the project and directed that the contract signing be suspended.

The project was expected to cost Sh14.9 billion for a security communication system that was to built by the telecommunication company.

The system, which the government was buying without tendering, was expected to link all security agencies, making it easy to share information and direct operations.

On Wednesday, three MPs questioned the legality of the deal on the basis of that it was single-sourced contrary to procurement laws.

Nicholas Gumbo (Rarieda, ODM), John Mbadi (Suba, ODM) and Vincent Musyoka (Mwala, CCU) said giving Safaricom the contract over the Command and Control system amounts to exposing the country’s security.

Interior CS Joseph Ole Lenku had said the tender was properly awarded to Safaricom, while reacting to the MPs concerns.

While addressing journalists at the CID Training School Pavilion in South C, Nairobi, where he launched the ministry’s strategic plan, Mr Lenku said the Public Procurement Act provides for single-sourcing of tenders like the one in question.
