State confirms end of Kibati tenure at Vision 2030 board

The government has confirmed the axing of Vision 2030 board director-general Mugo Kibati more than three months after his contract ended.

Uncertainty had set in at the board after the government failed to renew Mr Kibati’s contract and failed to communicate the decision to the public or advertise the position.

Devolution and Planning secretary Anne Waiguru confirmed to the Business Daily that Mr Kibati was no longer the director of the board.

“He has left the office,” she said, adding that it was up to the President to appoint the next office holder.

Mr Kibati, the first director-general of the parastatal, has held the position despite the expiry of his contract on June 22.

However, he is still serving as a member of the Abdikadir Mohamed-chaired task force charged with restructuring parastatals in his capacity as the chief executive of the board.

The task force is expected to merge or dissolve parastatals, a process that could freeze appointments and reappointments in government firms.

Ms Waiguru did not comment on Mr Kibati’s position at the task force.

However, he will not be the first official to hold onto a position attained while on a previous contract, although the legality of such status is open to questions.

Vision 2030 was one of the key creations of the last government, having been launched in August 2008.

Mr Kibati who previously worked as managing director of East African Cables, became its first chief executive in June 2009. Mr Kibati’s tenure covered the first leg of the Vision 2030 implementation between 2008 and 2012.

Other members of the board are Wainaina Gituro, the director of the social and political pillar, and Mohamed Omar, director of the economic pillar.
