EDITORIAL: Resolve funding impasse

It is not news that the relationship between governors and the national government has been frosty.

But that went a little deeper in the last financial year when the National Treasury failed to remit a large portion (Sh84 billion) of money that was due to the counties.

One might imagine that the Commission on Revenue Allocation (CRA), which is the custodian of the formula for division of revenue, would stand for the rights of the counties to their share of the cash.

But no, the CRA has said the regions are owed nothing at this time, making it difficult to resolve the dispute. While disagreements of this kind should be expected in any relationship, it is unacceptable that five years after devolution began, key institutions seem to be reading from different scripts on such an important issue. This far, citizens expect that there are well laid mechanisms and structures to deal with such issues without resorting to all-out legal brickbats.

Both the Treasury and the Council of Governors owe Kenyans accurate interpretation of the law and the workings of the two levels of government.
