Former Central Bank of Kenya (CBK) chairman Mohammed Nyaoga has been appointed to chair the African Development Bank’s (AfDB) Disclosure and Access to Information (DAI) Appeals Panel.
Mr Nyaoga, who served as CBK chairman until June 2023, will be deputised by Devalingum Naiken Gopalla of Mauritius.
The two were selected during the panel’s induction and working session held on March 6 and March 7, 2025- the first formal meeting following its constitution on November 13, 2024.
The appeals panel will oversee petitions for information initially denied by the Records Management and Information Disclosure Committee (RMIDC), in line with the Bank Group Policy on Disclosure and Access to Information, strengthening governance and transparency efforts.
AfDB Secretary-General Vincent Nmehielle said the DAI appeals panel, a new arm of the development bank, would boost transparency.
“This appeals panel is a testament to our dedication to accountability and excellence. We are excited to contribute to the African Development Bank’s legacy of transformative impact across the continent,” he said.
The DAI appeals panel is set to be the final arbiter in disclosure appeals for the AfDB. It consists of six members serving three-year renewable terms, operating as the second stage of the bank’s appeals process, reviewing decisions from the Records Management and Information Disclosure Committee (RMIDC). Its rulings are final.
The DAI Appeals Panel serves as the second stage of appeals mechanisms with the mandate to act as a final review body on the decisions of the RMIDC, the first level of appeals.
“I am confident in the members and alternate members of the Appeals Panel who are esteemed professionals from various jurisdictions. Together, we bring on board a wealth of experience, knowledge, and best practices from across the globe that are vital in the delivery of the Appeals Panel’s mandate,” Mr Nyaoga said.
