Businesses, homes and individuals hold Sh100.38 billion in unpaid levies and fees to county governments, compounding cash-flow woes for the devolved units and hampering service delivery.
Disclosures by the Controller of Budget’s office show that Nairobi accounts for 58 percent of the debt or Sh59.9 billion, followed by Nakuru (Sh12.57 billion or 12.5 percent), while Kiambu accounts for the third-largest share at 4.8 percent or Sh4.82 billion.
