Director of Public Prosecutions (DPP) Noordin Haji has directed the Directorate of Criminal Investigations (DCI) and Ethics and Anti-Corruption Commission (EACC) to speed up investigations and file progress reports after every 21 days.
Mr Haji said his office had consulted Chief Justice David Maraga after he learnt of the loss of taxpayers’ cash through a whistleblower and the media based on a leaked internal audit at Milimani Law Courts.
Milimani Law Courts registry and procurement staff are under investigations for alleged loss of hundreds of millions of shillings through an unprocedural award, variation of contracts and use of fake as well as duplicate court receipts.

“In view of public interest and pursuant to the provisions of Article 157(4) of the Constitution, the DPP has directed speedy and thorough investigations into issues raised in the reports,” he said in a statement.

The DCI is investigating the alleged variation of the Sh1 billion contract for refurbishment of then Income Tax House into the now Milimani Law Courts building, which houses the High Court as well as the Environment and Land Court – by Sh288, 566,840.91.
The focus is also on alleged loss of at least Sh36 million in court fees between 2016-2017 through fake and parallel receipt books and unprocedural renewal of security services deals with Bedrock Security and Lavington Security for 2015 and 2016.
The Audit and Risk Management Directorate, an independent unit the Judiciary formed three years ago, unearthed the multi-million shillings scandal.
