The polls agency has defied the procurement court and cancelled for the second time the tender for the purchase a digital platform for voter listing, identification, and relay of results.
The Independent Electoral and Boundaries Commission (IEBC) said a tight election timetable, a lack of cash and changes in technology had prompted it to shelve the tender.
