PS Mangiti to face off in court with Waiguru

Planning PS Peter Mangiti will have to step aside after he was charged with interfering with a public official in the conspiracy to steal Sh695 million from National Youth Service (NYS).

He was charged along with NYS director-general Nelson Githinji and 23 other persons and will face off with his boss Devolution and Planning secretary Anne Waiguru who is listed as the first prosecution witness.

Mr Mangiti and Dr Githinji were charged with inducing or attempting to induce Adan Harakhe, a senior deputy director-general in charge of administration at the NYS, to fail in his duty. Dr Githinji stepped aside on Monday evening.

They allegedly dissuaded and threatened Mr Harakhe against reporting the matter relating to the conspiracy to steal Sh695,400,000 from the NYS and following up with the Directorate of Criminal Investigations.

However, their lawyer, Mr Kioko Kilukumi, raised a preliminary objection against the charge, stating that it is a figment of the prosecution’s creation as it is “unknown and thus invalid in law”.

The two officials were each been released on bond of Sh20 million with alternative cash bail of Sh3 million. Ms Waiguru, in whose docket the NYS falls, has been under pressure to resign from the Opposition and some members of the ruling Jubilee coalition over the scandal.

Now, the minister and Mr Harakhe will help the prosecution nail down Mr Mangiti and Dr Githinji Ms Waiguru and Mr Mangiti spent hours last week being questioned at the Ethics and Anti-Corruption Commission offices over fraud and loss of millions of shillings at the NYS.

Taxpayers’ lost Sh791 million through fictions payments to suppliers and authorities at the Devolution ministry said they blocked payment of the Sh695 million — which has landed Mr Mangiti and Dr Githinji in trouble.
