Treasury warns ministries on financial accountability

Ministries, departments and agencies (MDAs) that fail to submit a performance review of their spending for the last three years will not be allocated funds in next year's budget, the Treasury has warned.

New budgeting guidelines released Wednesday by Treasury Secretary Henry Rotich require the government agencies to show the previous budget allocations, disbursements of funds, actual expenditure and outcomes achieved.

The review is meant to show whether resources are being directed to the highest priorities and can be accounted for.

“MDAs will only be allowed to bid for resources after the finalisation of the review of programme performance,” Mr Rotich said in the guidelines for the 2017/18 budget.
