Curing counties pending bills pain

The pile-up of pending bills in the counties remains a nightmare to many devolved units and to the business community at large. As of September 30, 2023, the pending bills owed to various service providers by the devolved units stood at Sh168.62 billion according to the County Governments Budget Implementation Review Report. This amount is equivalent to 44 percent of the annual equitable share of revenues allocated to the devolved units for the fiscal year 2023/2024, which is Sh385.42 billion.
Given that counties eventually receive full amount of allocated funds from the Consolidated Fund, albeit late, what would cause a pile-up of pending bills?
