Kenya introduced a devolved governance system in the 2010 Constitution with a laudable outlook and objectives: move power to the people; shrink marginalisation through development.

Even without accountability, it has garnered some successes. Across Nairobi and Kiambu, the boom in small businesses skirts the scarcity of formal jobs.
