The Communications Authority (CA) carries out an annual survey on quality of service provided to Kenyans by telecommunication operators.

In its latest report, covering the 2015/16 fiscal year, the agency says it did not carry out the tests in four counties while parts of four others were not covered in the survey.

“These areas will be assessed once the security situation improves or other non-intrusive methods (of measuring service quality) are developed,” the CA said.

The agency collects data by sending out its employees with monitoring equipment across the country. The counties that were left out in the study are Mandera, Wajir, Lamu, and Garissa. Marsabit, Samburu, Kilifi and Elgeyo Marakwet were also affected.

The CA found that none of the three mobile network operators had met the minimum standards for telecommunication services, resulting in them paying an aggregate fine of Sh311 million.
