Agencies that defied Uhuru tender disclosure order

Moneyed State agencies are among 56 corporations that have defied President Uhuru Kenyatta’s June order to publicly release details of tenders through a designated procurement website to curb graft.

Mr Kenyatta has maintained that publication of the tenders would allow the public to scrutinise the deals, including the quality and amounts of goods and services bought as well as the cost and identity of the suppliers.

But a spot-check of the portal reveals that most agencies controlling multibillion-shilling State contracts are yet to publish such details.

The defiant agencies include the Kenya Electricity Transmission Company (Ketraco), Rural Electrification Authority (REA), Kenya Revenue Authority, Kenya Civil Aviation Authority, Kenya Ferry Services and Kenya Maritime Authority.

Others are Kenya Ports Authority, National Cereals and Produce Board, National Irrigation Board, Kenya Tourism Board, Kenya Bureau of Standards, Kenya Broadcasting Corporation and the Postal Corporation of Kenya.

Chief of Staff and Head of the Presidential Delivery Unit Nzioka Waita did not respond to our queries on January 8 on action to be taken on non-compliant corporations.

Information on the portal should include the basis of the awards, assessment, names and details of tender committee members, bidders as well as value of contract.

Mid last year Head of Public Service Joseph Kinyua asked accounting officers in ministries, departments and agencies to publish tender information on the 15th of every month.

A check revealed that the Central Bank of Kenya (CBK), which had not complied, has started complying following the revelation of its non-compliance by Business Daily.

The number of tenders by State corporations and agencies published online in line with the presidential directive has increased threefold since last September.

The online portal, which was established in July, listed 8,063 tenders worth Sh65.13 billion that were awarded to 4,477 suppliers.

2,566 tenders worth Sh23.23 billion were listed in September.
