Drama at City Hall as Elachi returns

Chaos erupted at the Nairobi County Assembly Monday afternoon when embattled Speaker Beatrice Elachi returned to office, setting off an ugly confrontation with ward representatives who demanded her ouster.

The MCAs stormed her office as police officers struggled to restore order, minutes after a live television address where she defended herself against accusations levelled against her that led to her impeachment last week.

The Labour Court blocked her removal, but irate MCAs including Jubilee leader of Majority Abdi Guyo and his counterpart from the Minority side Elias Otieno, forced their way into her office today as assembly officials shielded Ms Elachi who was still in her chair.

Police were forced to intervene as several MCAs claimed Ms Elachi had used pepper-spray to force them out of her office.

“Enough is enough and we are tired with you. We do not want you. Elachi is our former speaker and she must go home,” the MCAs shouted outside her office.

Mr Guyo urged Ms Elachi to stay away from City Hall until the court hearing set for tomorrow, vowing to remain steadfast in their quest to keep the Speaker away from Assembly.

“It will be wise of you to leave and wait for the hearing. If the court decides that you come back, then we will respect that,” Guyo said amid shouting by other members.

Police then threw tear gas canisters in a bid to scuttle the angry MCAs.

Ms Elachi was impeached on Thursday last week, with 103 ward representatives voting in support of the motion.

She defended herself against allegations that she is behind clerk Jacob Ngwele’s troubles over a Sh990,000 book procurement tender.

“The first agenda I was given was to remove the clerk because of the graft allegations. However, we decided to follow due process because it is formal employment. The DCI came for both the assembly and the executive,” Ms Elachi said.

The embattled speaker did not respond to the plastic surgery allegations but said she travels First Class due to an undisclosed medical condition.
