Governors and their deputies have clashed over a proposal to amend the County Government Act to require deputies to face a by-election in the event the governor-elect dies before being sworn in.
While the Council of Governors (CoG) wants their running mates to hold office in acting capacity for 60 days pending a fresh gubernatorial election, the Deputy Governors Forum (DGF) says the deputy governor-elect should be sworn in as governors.
The COG, through Nandi governor Stephen Sang and DGF chairman and Kisii deputy governor Joash Maangi presented divergent proposals to the Senate Standing Committee on Delegated Legislation chaired by Laikipia Senator John Kinyua .
The committee received public views on the County Government Amendment Bill, 2017 which seeks to address existing gaps within the Constitution and the County Government Act, 2012 with regards to assumption of the office of the governor and deputy governor.
The Bill has been fast tracked by the Senate following legal challenges that arose when Nyeri County lost two governors in quick succession.
