Parliament summons Waiguru over NYS payments

Devolution and Planning secretary Anne Waiguru has been summoned by Parliament to shed light on alleged fraudulent transactions at the National Youth Service (NYS).

The National Assembly Deputy Speaker Joyce Laboso ruled that the Cabinet secretary should appear before the Labour and Social Welfare Committee next Tuesday following a motion issued by Ugunja MP Opiyo Wandayi.

Mr Wandayi said reports of alleged fraud and power struggles within the NYS leadership, and violent public demonstrations over the organisation’s projects were matters of “urgent national importance”.

“The CS for Devolution and Planning will on Tuesday morning appear before a parliamentary committee to respond to the questions,” said Dr Laboso. “All members wishing to attend are invited to ask questions.”

The NYS has been in the news since Wednesday last week after the Central Bank notified the Devolution and Planning ministry of large suspect payments from their account.

Ms Waiguru later said there had been an attempt to irregularly pay out Sh826 million from the NYS for fictitious supplies.

Cybercrime detectives have been called in to investigate the transactions after people suspected to be insiders breached the government-based IT payment system, labelled Integrated Financial Management Information System and generated payments to fake suppliers.
